Voluntary Time Off (VTO)

The VTO Program is an option for County employees looking to balance work and personal/family demands.  Full time employees can use VTO to reduce their fiscal year working hours without losing full time employee County benefits.  Interested employees are encouraged to discuss with their manager to determine if VTO is a good option and meets the Department's operational needs.

Eligibility Requirements:

  • You must be a full-time employee.
  • Your Supervisor and Department Head must approve your request to participate in the VTO program.

  • VTO Calculation Table will help you determine the number of "time-off hours" that will be available to you based upon the VTO percentage you select.
Fiscal Year (FY) 2022-2023 VTO Enrollment Process:

If you wish to participate in the VTO program for FY 2022-2023, you should complete the VTO process through Workday (see VTO Quick Reference Card for instructions.) VTO applications are accepted year-round. However, employees wishing to get the maximum time off for the 2022-2023 fiscal year must submit a VTO application no later than June 2, 2022.

Important Dates for FY 2022-2023 VTO Open Enrollment:
Employee:
May 2- June 2 
  1. Discuss VTO with your Supervisor/Manager
  2. Login to Workday to enroll/request VTO coverage effective 6/12/2022 (Include explanation of how benefits will be utilized in comments box)
Supervisor/Manager:
May 2- June 2
  • Review and Approve VTO requests through Workday Inbox.
Department Head:
May 2 - June 2
  • Review to approve VTO request through Workday
-OR-
 
  • Deny by sending a notification to the employee and to the Benefits Division (benefits@smcgov.org) and leaving the VTO request pending in Workday. If the application is denied, employee must be informed of the appeal process.
Employee:
May 2 - June 2
  • If VTO request was denied, submit FY 2022-23 VTO appeal to Benefits (benefits@smcgov.org)
Employee:
June 15, 2022
  • Login to ATKS to start using 2022-2023 VTO hours (Effective 6/12/2022)
Employee:
July 1, 2022
  • Log into Workday to make sure VTO hourly rate is correctly being reflected:
    • Check your Compensation tab 
    • Verify Paycheck
