CARES ACT: Update to Flexible Spending Account (FSA) and Health Savings Account (HSA)

On March 27, 2020, President Trump signed The Coronavirus Aid, Relief and Economic Security (CARES) Act into law. The CARES Act includes important provisions that make over-the-counter (OTC) medicines and menstrual products FSA and HSA-eligible expenses without a prescription.

These changes are effective for purchases made after December 31, 2019. If you previously purchased OTC medicines or menstrual products after December 31, 2019, you can submit a request for reimbursement, along with your itemized receipt.

Please note that there may be a period when your FSA and/or HSA Debit Card will not immediately work for these purchases. During this time, you will need to purchase these items with your personal funds and submit a request for reimbursement.

FSA and HSA Online Stores are accessible for researching and purchasing FSA and/or HSA eligible items.

  • To log in or register to your My SmartCare Portal.
