In June 2017 a Personnel Management Program audit of the County’s civil service/personnel system was conducted by CPS (which is under contract from the California Department of Human Resources). The audit focuses on agencies that receive federal and state funding for social services and child support services. Specifically, CPS performed a rigorous review of the County’s policies and practices relating to the six federal merit principles:

  • Recruiting, selecting, and advancing employees on the basis of relative ability;
  • Providing equitable and adequate compensation;
  • Training employees to assure high quality performance;
  • Retaining/separating employees on the basis of performance;
  • Fair treatment of applicants/employees in all aspects of personnel administration; and
  • Political rights and prohibitions
  • A final report was issued in July. We are pleased that San Mateo County met (and exceeded) all requirements!
